A tax tool helps calculate or report tax. A payment service provider processes payments. A Merchant of Record or seller of record is expected to be the seller to the end customer and to take on more of the tax, invoicing, refund and chargeback responsibility.

The exact contract matters. Before choosing a provider, verify who is named on the customer invoice, who remits indirect taxes, who owns refund and chargeback processes, and which product categories are prohibited.
